LOL anon no she never had any surgery and that "confession" of hers you just made up. Her breast size changed several times because of weight gain and loss and that eyebrow thing is pure rubbish.
As to the question "why": because 800 000 people on Twitter who follow her are grateful for every single of those pics and are happy to see them.

She went for breast reduction surgery. She had breasts implants and eyebrow arch surgery during Dil Toh Pagal Hai. You can clearly see that at closeup shots of the song Aare Re Aare Yeh Kya Hua (sad version) from the movie Dil Toh Pagal Hai, and many other movies after that. But she later on went for breast reduction surgery, and also went under the knife to get her original eyebrows back. She herself has admitted to this in her interviews.
