The celebs spotted in the video include Preity Zinta, Rishi Kapoor, Neetu Kapoor, Soha Ali Khan, Sonam Kapoor, Anil Kapoor, Shah Rukh Khan, Shweta Nanda and Randhir Kapoor. Yes, they are legally married by Gov of India under registered marriage act. The Special Acts Marriage which is a form of Registered Marriage is for persons who are not Hindu/Sikh/Buddhist/Jain and allow them to inherit and gives them all property rights.
Kareena must have wanted to have another ceremony so they exchanged vows like how Christians do. It is just more personal. Registered marriage doesn't even take 5 mins.

I saw in NDTV video Ranbir with his parents arrived the wedding place, he wears a black sherwani and looks like a prince.
@Fiza_Khan, saw pictures of Ranbir Kapoor on another site. He did attend the wedding and looked quite the handsome man.
As for people saying that Randhir Kapoor is drunk, I get that his speech is a bit slurred but it's definitely not drunk. We've all probably hung out with a number of drunk through our lives and how Randhir Kapoor is speaking comes with age. I think his older brothers, as they aged, their speech turned similar as well. Plus, if someone is drunk to the point that he can't even speak properly, you'll be seeing that person not being able to stand properly (despite others' bodily support).
