Use a lip primer first, then line just outside the lips, and use a glossy pearly lip color on top.

Simplest tip is to apply lipliner slightly away from your natural lip line. Fill it up with color and then gloss. Use a nude lip liner and a light lipstick and then some pink gloss. that should do the trick
