With the help of his best friend Sadiq, Raees starts working for a local gangster named Jairaj. Jairaj is impressed with Raees' innovative ideas for smuggling and takes him under his wing. As Raees' power and influence grow, he decides to part ways with Jairaj and strike out on his own. He teams up with a crime boss named Musabhai and starts his own business, which gained immense popularity in the community. Raees provides liquor to his community and employs them for receiving and delivering orders, which earns him political support from both the Chief Minister and the opposition leader, Pashabhai. At the same time, a highly respected and honest police officer, ACP J. A. Majmudar, is assigned to Fatehpur and initiates a massive crackdown on alcohol dealers, including Raees.
